frightened after he mentioned to her he had a knife. when shown a photo, she was able to identify this man who picked her up, as dmitry storm, 42-year-old fugitive, who authorities want in connection with the robbery of at least ten vehicles, monterey, santa cruz, marin counties. the sheriff's office is also looking into whether he stole another vehicle early yesterday morning not far from where he drop dropped off that hitchhiker. down south in santa cruz county, the sheriff's office there tells our sister station in that area that storm has a history of violence, that he is considered armed and dangerous. his mother, who did not want to be identified, believes otherwise and is pleading for her son to just turn himself in. >> i don't think he would harm anybody unless they were harming him. i think he is just trying to get away from everything. he is just in escape mode. he is not looking to hurt people. i don't know what he -- he is a skriz schizophrenic.

sight of the boston marathon bombings now once again open to the public. boylston street had been sealed off as a crime scene since two explosives were set off near the finish line. it reopened 3:00 this morning local time. today, vice president joe biden will attend a memorial service for m.i.t. police officer shot and killed allegedly by the boston bombing suspects. 27-year-old officer sean collier was killed thursday night in cambridge, spurring a manhunt that eventually led to the capture of the suspect.

the service is not open to the public. >> live report on the visit coming up at 6:30, including new details just into our newsroom about what the feds have now promised the suspect's family. there are new worries for the eastern span of the bay bridge this morning. we've learned there's more testing that needs to be done to make sure steel rods on the span are safe. that work is on top of repairs that they already need to make to broken rods. christie smith is live on treasure island with what engineers are concerned about. good morning. >> reporter: good morning. specialist in high-strength steel has come forward and reached out to caltrans with conclusions of his own about the new eastern span of the bay bridge, telling them that more bay bridge anchor rods could snap in the future unless they identify and replace the bolts with less vulnerable steel. according to the contra costa times, chung, who retired from

bechtel, shared an unsolicited response to this. 32 rods broke and little attention was paid to hydrogen, which makes the steel more brittle. he suggests new testing requirements all around. for now caltrans is still trying to come up with a permanent fix. >> the fact is that there are several alternatives that are still under evaluation and discussion. >> reporter: crews are keeping a close eye on another batch of rods made two years after the faulty ones, strength tested as well. they say it's focus, of course, is safety. labor day opening is looming. unclear whether construction will be done at that point. reporting live on treasure island, christie smith, "today in the bay." very picturesque behind christie. >> beautiful. cooler out there. rob mayeda is in for christina

loren. chilly, right? >> yes. fog back to the golden gate bridge covering the tops of the towers. not yet down to ground level. heading over to highway 17 you will drive through the fog heading toward santa cruz this morning. 40s and low 50s outside. north bay and east bay temperatures running 20 degrees cooler than yesterday, losing the warm northerly winds we've had at this hour. it will turn stronger moving into the afternoon, winds out of the west. hour by hour, low clouds out of the inner bay, heading into the afternoon, approaching the evening. low clouds spilling in once again. eventually by this time tomorrow morning, filling in most of the bay area and deep enough to give us some misty skies in spots tomorrow morning. heading toward lunchtime, mid 60s closer to oakland.

the building developed large cracks reported on the news the day before it collapsed. >> more protests are expected in france after the country legalized same-sex marriage. riot police, opponents of the move clash ed florida paris las night. protesters threw glass bottles, cans, metal bars at police who hit the crowd with tear gas. >> supplies now being delivered and headed to the international space station. spacecraft carrying a cargo load, taking off from kryzygstan, delivering 2 1/2 tons of fuel and other supplies to the space station friday. off-duty emt and some of the scholar students at san jose state are being hailed as heroes this morning. they ran into a homeless shelter that was on fire to help get the women and children who live there out. their quick thinking may very well have saved some lives. a look at the pretty remarkable story. good morning, marla. >> reporter: good morning. those students live very close to this women's shelter at a san jose state fraternity house. luck would have it that one of them happens to be an off-duty emt. we want to give you a look at the damage. allen is going to pan out to show you a look at damage. it's on the roof-top patio. it's harder to see now that daylight has dawned. those wood beams are pretty charred up this morning. most of the damage, according to fire officials, is limited to water damage. the top floor is where the fire started. it was just before 6:00 last night when stephen gifford parked his car in front of the fraternity house. he smelled smoke, saw the flames. he grabbed a couple of his fraternity brothers and immediately jumped into action, knocks on doors, yelling to get out. inside, about 40 people, women and children, including 14-year-old sierra harris and her 13-year-old brother. >> do you need help with anything?

i was like, what are you talking about? they were like, it's a fire, there's a fire. i was like, really? mom, we've got to get out. there's a fire, there's a fire. >> reporter: as i mentioned, he was a certified emt not on duty at the time. he says he was just doing his job. >> you don't get credit for the good you do, just make sure everyone gets out. >> reporter: everyone did make it out okay. no one, though, is able to stay at this shelter for now because of the damage. they were loaded on to buses and taken to other housing facilities within this particular shelter network. i spoke to a shelter employee early this morning. she did verify that all the families are resting comfortably this morning. another bit of good news is that the red cross has stepped in to help out these families. as to when they'll be able to move back here at this shelter, that is yet to be determined. live in san jose, marla tellez, "today in the bay." >> thank you very much. 6:15 right now. from personal experience, growing gracefully into middle age is not easy. >> really nice to say that.

scott mcgrew, you say apple now middle age? >> apple middle age. just like jon and i are, right? certainly not a young start-up. apple reported its profits tuesday. if you were to make one takeaway idea from this whole affair, it would be that apple has really reached middle age. the company is doing thing that is only mature companies do, like issuing dividends. in fact, on the phone call with reporters, tim cook said he wants apple to become the biggest dividend-paying company in america. young companies resist sharing their profits with investors because they've got better things to do with the money, like grow. apple said it saw its first decline in profit in ten years and iphone's sales growth were slowing. then this, ipad sales, that's good news. that's still going gangbusters. the house energy and commerce committee will hold hearings into fisker a short time from

now. pictures of fisker unveiling at santana row some years ago. the last time the committee investigated a department of energy loan, it was to solyndra. house republicans are eager to embarrass the obama administration over the green energy loans. this was the hearing into solyndra. this happened back in november of 2011. solyndra, jon and laura, was a much bigger debacle. we were talking about closer to half a billion dollars. we do hear, by the way, that fisker, heimrich fisker will be testifying. >> thank you very much. christina loren is off, enjoying nice days. >> low clouds back in. waking up to mostly cloudy skies across the bay. one exception to the rule this morning, san jose. you have just a few low clouds,

downtown there. hazy skies and some folks around the bay area not going to see the sunrise thanks to low clouds around san francisco. temperatures running a lot cooler inland. we've lost those dry, relatively warm north winds that were quite gusty. less wind this morning is maybe good news for the inland valleys. look at the difference in temperatures compared to 24 hours ago, almost 20 degrees cooler in this hour out to livermore. wind is good news for air quality. it will stir up some of the ground-level pollution and prevent us from having any issues in spare the air day today. headlines today, looking at the return of the air ocean. you can see it if you look outside. tomorrow, low clouds move further inland, leading to misty skies and even cooler temperatures for your thursday afternoon forecast. high pressure still keeping us dry. no signs of rain next seven to ten days.

we're tracking instead the low cloud cover for the coast. low clouds start to fill back in by tomorrow morning into the altamont pass. almost a tracing into livermore, antioch and fairfield tomorrow morning. thursday looks even cooler than today. today's highs nowhere near 90 degrees. mid to upper 70s san jose, near 80 in pleasanton, 80 in fairfield, the hottest temperature we see today. san francisco to oakland, light jacket will be just fine all day long. low 60s around san francisco and upper 60s to low 70s out toward the north bay. tomorrow will be the coolest day of the next seven days and friday north winds may pick up once again. we'll have to see if that turns gusty into the weekend. temperatures will start to warm up as we get those 70s and 80s back in our valleys just in time for saturday. mike? >> we've seen the commute starting a little bit later and

then really packing it in toward the late morning. that's what happened in the south bay. once it did kick in, it really hit hard throughout these northbound routes. an easy flow from north 101. 87 a blip or two. 85 and 280, gradual build to the south bay. even the larger roadways, expressways, san tomas, all showing speeds close to their limits as well throughout the local roads. we'll track that as it does tend to build later, at least the last week or so. 580 not a major issue. 84 livermore. things moving nicely as well. held up by an earlier crash over on the shoulder now. once that crash moves to the shoulder we're still seeing about the same build here. that's great stuff. moving over to castro valley, no delays. castro valley y shows the build at the y itself. 880 typical heading toward the san mateo bridge. we'll give you a live look at the bridge itself. here is your commute direction.

no problem. there's some haze and lower clouds throughout the bay area that rob has been talking about. and not a problem for visibility right now. although we can't see the high rise. on the high rise, you can see okay. the trouble spot, the bay bridge where the metering lights are on, everything except the hov lanes are backed up. north bay also shows some of those low clouds i was talking about. southbound 101, top of the screen here, those hills are touched by the clouds. coming through some of those peak peaks, rob is talking about the santa cruz mountains, could be a fog situation forry short period of time. be careful out there. back to you guys. >> thank you. speaking of commuting, you may get a look now at how crowded trains are before ever stepping on board. bart offering a quick trip planner program. three heads indicate heavy crowding expected. bart officials do point out that

data is not in real time. instead it's merely using historical data which officials say is very accurate. getting taken for a ride by some las vegas cabbies to the tune of $15 million a year. nevada state audit says round-about rides meant to run up the meter accounts on nearly a quarter of those trips between the strip and the airport. the practice adds about $10 to each fair. that can certainly add up. for the record, taxi cab regu r regulators say a taxi cab from the southern end of the strip should cost between $12 and $17. ride from the airport to downtown should run between $22 and $27. >> keep your eye on that. more sin in sin city. all-you-can-eat buffets will keep you coming back. coming up, back behind the camera desk.

we welcome you back to "today in the bay," live from the noew york stock exchange. keeping our eye on apple to see how they're trying to work on bouncing back. this is "today in the bay." good morning to you. i'm laura garcia-cannon along with jon kelley this morning. just getting pictures into our newsroom right now, live from boston, where there is a procession that is under way for that m.i.t. officer that was actually killed. there is a memorial later today. vice president joe biden is expected to attend that. this morning, the boston marathon bombing investigation actually heads to russia, where federal investigators are speaking to the suspect's parents. new details about the promises

those investigators are making to the family. "today in the bay's" tracie potts is live in washington, d.c. with new information about that visit to russia. good morning. >> reporter: good morning, laura. promising that they can get their son's body back, tamerlan tsarnaev, killed in the gun fight with police. although the family having trouble dealing with that. on the other hand on capitol hill lawmakers have concerns about how this investigation is proceeding. boylston street reopened this morning with new pavement, covering the spot where the first bomb went off. new this morning, the u.s. will release the body of slain suspect tamerlan tsarnaev. the family is having trouble finding a place to bury him. the boston mosque they attended refused to do the service. early this morning in russia, the mother was told she can see her son dzhokhar now in fair condition at a boston hospital.

lan tsarnaev's wife reportedly with her family in rhode island. so far they've spoken to her attorney. laura? >> do the suspect's claims that they acted alone seem to be checking out so far? >> at least so far. they have a lot of leads to check out. in terms of cell phones, computer records and who they may have talked to in the days and weeks and months preceding the bombing, it looks as if they acted alone and not under the as you mi-- auspices of some terro group abroad. a fund to help the victims of the boston marathon bombings has generated, listen to these numbers, $20 million. all over the world people have contributed to what they're calling one fund boston. donations can be made through the website one fund boston.org. 6:33. new details on reported patient

dumping by a nevada psychiatric hospital. sacramento bee is reporting that five of the more than 1500 patients sent out of state on greyhound buses ended up in san jose. the rawson-neal psychiatric hospital reportedly shipped patients all over the country in the past five years, including more than 200 to los angeles and 36 to san francisco. san francisco's district attorney now investigating the report and considering legal action. the city of vallejo shutting the door on new medical marijuana dispensaries, at least for new. at a meeting last night, approving a temporary moratorium. no new business licenses, building permits or business tax certificates will be issued for pot dispensaries for the next 45 days. city officials say this will give them time to try to come up with a process of how to properly regulate those dispensaries. >> got to regulate your own temperature today. it was so warm the past couple

oakland. that sea breeze takes hold and will be moving quickly as we head into tonight. coolest day of the week with extra morning clouds, mists and skies clear and warm-up just in time for this weekend. mike? south bay 101 northbound at least under that 680 interchange. drivers are okay through most of the south bay. rises up into low clouds. smooth drive on the maps shows slowing north 101 top of your screen. we're looking at 84 as well as you head toward 17. up toward saratoga. starting to kick in for those northbound routes. southbound route for 880 coming off that castro valley y, 238 slows toward 880 south. hayward and union city now to build toward the san mateo bridge toll plaza. on the bridge itself, you're looking all right as far as the slow of traffic. bay bridge as well with the backup.

welcome back, everyone. coming back, bringing you live pictures of peoria, illinois. massive flooding that's taken place there. the mississippi and illinois river has just really crested in some places. they've had to evacuate a lot of areas. people just trying to deal with all this excess water. something they're keeping an eye on. 6:40 right now. charges now dropped from a mississippi man accused of sending letters laced with ricin. letters he previously written to lawmakers may have made him that target. in the past he has sent letters about black market body parts he found at a local hospital.

there's new trouble for the eastern span of the bay bridge. just a month ago, the agency discovering more than 30 broken rods on that new span. this morning there's a meeting to discuss new and different problems on that very bridge. "today in the bay's" christie

smith is live on treasure island with all the details. good morning. >> good morning to you, jon. in a few hours, caltrans will provide an update on these anchor rods at a meeting in oakland. meantime, a retired materials engineer has stepped forward and spoken to caltrans about his own conclusions on this, saying more of these steel rods could snap and break off unless caltrans identifies and replaces the bolts with less vulnerable steel. the contra costa time reports that chung believes inadequate specs, inattention or plain ignorance led to the installation of the steel rods and 32 of them broke off, many because they were brittle. caltrans has said in the past maybe it's a problem with hydro general in the process. the suggestion from chung, replace the rods and use more stringent testing. rods made after the faulty ones

patterns yesterday morning, dry, north winds, gusty winds. not the case this morning. 40s and low 50s outside. running much cooler as the north winds are strong offshore breezes kind of stop. there's a reason we did warm up this week. that's been taken out of the occasion now. onshore marine air pushing in tod today. good news for air quality. in the good range across the bay area from north to south today. temperatures, you'll notice them dropping off for the next couple of days. coa coastal clouds throughout the day. 60s and 70s. marine layer will turn thicker and move further inland. as you get into the afternoon, san francisco still seeing patchy low clouds around the golden gate. head into the evening. low clouds will surge back inland once again. by tomorrow morning, look at all the low clouds, all the way into fairfield, antioch, and livermore, altamont pass. highs today not near 90, but maybe mid to upper 70s. closer to san jose.

76 out to the tri-valley. you'll see those numbers in the upper 70s, perhaps still near 80 warmest places inland. most of the bay area san francisco into the north bay, this spread of temperatures, low 60s for the peninsula, mid 60s for oakland and low 70s inland. could have some mist as those low clouds thicken up for tomorrow morning. friday could get a taste of northerly winds again. high pressure builds back for the weekend. going back into the 70s and 80s, just in time for saturday. mike? >> sounds like good timing, rob. pretty good timing as far as the folks for the commute, you can make your time through dublin as well as 84, livermore south through sunol. slow spots. those are good, loit light ligh of traffic. starting to show that build. keep that in mind as you head into the south bay. we'll check in on that in a

slowing speeds out of richmond. krarcenas bridge might be an issue over those hills heading toward hercules. traffic on the span, all the way across. low clouds might be an issue from the hills in the north bay, slowing through center and novato, not nevada. i don't cover that. armed, dangerous and on the run. peninsula police on the lookout for a man they say is responsible for a crime spree in five counties. "today in the bay's" bob redell is live on the story and the plea now from the suspect's mother. >> reporter: good morning, near where he was last sighted monday night by a woman who hitched a ride from him. she tells the san mateo county sheriff's office he dropped her off at the clouds west vista point skyline not far from palloalto. she had become nervous and frightened after he mentioned to her that he had a knife and she called 911.
